Sir: I have the honour to refer to your note of April 8th regarding the date of meeting of the preliminary conference on the subject of International Telegraphic Communications.
[Page 124]As there is still uncertainty about the Agenda, I am instructed to express to you the hope of His Majesty’s Government that the question of the disposal of ex-German cables is one to be settled at the preliminary Conference of the Principal Powers. His Majesty’s Government trust that this view is shared by the United States Government and I should be grateful if you would favour me with your views on this question as early as possible in order that I may communciate them by cable to my Government.
