I am positive Semenoff and Kalmarkoff35 intend to take possession Chinese Eastern by force and with the many Japanese soldiers now on ground could do so as improbable Chinese would fight. This action would be fatal blow to all our good offices. There is some reason to believe that Chinese Government may be asked to appoint Semenoff director of Chinese Eastern, [which] ought not to be permitted.
