Your undated telegram 7355.14 The instructions of the Department have been carried out and Embassy is now in receipt of an acknowledgment from the Foreign Office stating that it can only give its full and complete approval to the plan submitted and assures the Government of the United States of the most cordial cooperation of the French authorities in Siberia with the certitude that they will collaborate with the greatest good will towards a solution in any questions of a military or technical nature which may arise in the application of the plan.
