The Japanese Chargé (Debuchi) to the Secretary of State

Sir: With reference to the note of July 371 which the Acting Secretary of State was good enough to address to me on the subject of diplomatic support to be given to the new consortium for financial business in China, I have the honor to communicate to you that the Japanese Ambassador at Paris under instructions has [Page 493] recently informed the French Government to the effect that the Japanese Government will accept as an interpretation of the bankers’ agreement of May 12 the formula submitted by the French Government in the sense of the modified form as suggested by the American Government.
