Hugh Marshall who has been in the Department of State since last summer specializing on matters connected with the formation of the new consortium for loans to China sailed yesterday for Paris in order that his experience and familiarity with the Department’s views might be available to the Embassy and to the American Group [Page 435] during the bankers conference which has been called to meet on May 15. Will you kindly accord him every facility in communicating with the Department and keep him fully informed concerning any developments that may have a bearing upon the loan negotiations. Also please make some arrangement for his hotel accommodations, and ask port courtesies.
