Your February 12th, 4 p.m. Minister for Foreign Affairs informs me orally that already Honduranean troops have been withdrawn, as promised, only the usual customs guards remaining. Bonilla says that he is studying all day but will leave earlier than first week in March if possible proceeding via Puerto Cortes.
