My Dear Mr. Secretary: Just as I concluded this memorandum,7 the appended telegrams were handed to me.8 They confirm my fears and underscore my conclusions.
I do not wish to be an alarmist but I feel that Bolshevism in North Germany is inevitable unless we act at once and very wisely.
