The Minister in Roumania ( Vopicka ) to the Secretary of State

150. I have just received communication from Roumanian War Department that unless they immediately receive wheat they will be unable to maintain their army. Radio announces today that a large transport of wheat has left America for Europe. Could not the Department arrange that part of this wheat be at once sent to Roumania where it is absolutely necessary.
