Your December 6, 3 p.m.7 through Embassy quoting telegram received November 30th from Roumanian National Council at Vienna respecting difficulties in the way of return of Roumanian prisoners from Russia. I strongly recommend that the United States Government lend its assistance to the Government of Roumania in any way that may be practicable. I am not sufficiently advised as to the physical situation to be able to make suggestions.
