My Dear Mr. Ambassador: I beg to acknowledge the receipt of your letter of the 21st instant in which you inquire regarding the views of this Government in connection with the request of the German Government for a modification and interpretation of the armistice, especially in regard to the economic intercourse between the left bank of [Page 34] the Rhine and the remaining portions of Germany, the exploitation of mines, the navigation of the Rhine, the requisitioning of goods, etc.

In reply I beg to state that all communications which have been received by this Government concerning the armistice have been referred to the Supreme War Council at Versailles.
