I learn that the French Minister is indignant at the activities of the British Red Cross delegate as reported in my 3190, November 24, 11 p.m., and 3204, November 26, 7 [5?] p.m., maintaining that negotiations relative to the armistice conditions should be carried on through Marshal Foch alone and has so telegraphed his Government.
