My Dear Mr. Secretary: I have received the copy in translation of the note received from the Minister of Sweden, in charge of the [Page 197] Austro-Hungarian interests in the United States, dated November 16th, 1918, and communicating a message addressed to me from the Minister of Foreign Affairs of the German Austrian Republic regarding the formation of a Republic of German Austria, and beg that you will acknowledge the receipt of it by me to the Swedish Minister and ask him to say that I will of course take it under the most serious consideration in the conferences to be held in Paris.11
