Dear Mr. Secretary: Herewith in accordance with your directions is a skeleton Draft of Peace Treaty,4 intended as suggestive of some of the questions which may arise and of the difficulties connected with them. We did not understand that you wished more than an outline of essentials at this time.
As an appendix to the draft, will be found a discussion of questions concerning signatories to the Treaty.
