Sir: Referring to my despatch No. 9275, of June 7, and my telegram No. 18 of July 1 replying to the Department’s telegram No. 8508 of June 29, 3 p.m., relative to the censorship of diplomatic correspondence passing in transit through Great Britain, I have the honor to enclose herewith copy of a note from the Foreign Office, dated July 11, 1918,1 in which it is stated, in order to remove any uncertainty which may prevail as to the scope of the Foreign Office circular note of May 31 last,1 that it is not intended to apply the measures set forth therein to the correspondence of the United States Government.
