Sir: The Department has received your despatch No. 9275 of June 7, 1918, respecting the decision of the British Government to discontinue the practice of exempting from censorship postal packets passing through England in transit which bear the address of a foreign government department or diplomatic representative of a foreign country in a third state.

In view of the circumstances set forth by the British Government as grounds for the adoption of these new regulations, the Government of the United States is not disposed to take exception to them as a war measure but desires to make all due reservation as to its attitude when the conditions calling for the regulations shall have passed. Please advise the Foreign Office accordingly.
