Your October 26, 12 noon. Department learns that British Minister has been instructed to notify Argentine Government that his Government will not approve voyage of Bahia Blanca until an opportunity is afforded them to examine the terms of transfer to Argentine flag. You will support your British colleague’s representations in this matter and will make it quite clear to the Argentine Government that this Government would reserve all its rights as a belligerent should the proposed voyage of the Bahia Blanca actually [Page 1754] take place. Department unable to understand Minister of Foreign Affairs’ statement that since matter has been arranged with Naón, United States Government now makes no objection to proposed voyage, in view of fact that Naón has never spoken to Department specifically in regard to Bahia Blanca. So inform British colleague.
