The Ambassador in Argentina ( Stimson ) to the Secretary of State

My November 6, noon. The British Minister informs me that he has been advised by the Minister for Foreign Affairs that he is assured by Naón that the Government of the United States not only favored the acquisition by the Argentine Government of the interned German vessels under voluntary contract but had also expressed its willingness to advance the money for the purchase. The Foreign Minister has confirmed this in conversation with me.
To-day the British Minister has received from the Foreign Office a note indicating that the Argentine Government through the Argentine Chargé d’Affaires in London has formally asked the British Government to recognize the transfer of the flag on the Bahia Blanca.
