Your July 23, 3 p.m.1 In December last arranged with Compañía Transatlántica and Compañía Pinillos Lines to continue regular services on basis of taking only cargo approved by War Trade Board. Later Compañía Transatlántica signed bunker form B–4, which provides all their vessels abide by Bureau of Transportation General Rules No. 1,2 of which clause (l), paragraph 5, requires approval War Trade Board to all voyages. See Journal No. 5. No new arrangements since then.
