Your July 17, 10 a.m.1 Department regrets that an old agreement obligates us to give coal for the customary schedule of the steamers of the Compañía Transatlántica. This does not, however, apply to other Spanish steamers on which it is the intention of the War Trade Board to furnish coal only so far as Cuban ports leaving the question of any further extension of the voyages in the hands of the Cuban authorities.
