No. 1217. Department’s 687, your 1012, August 9, 9 [4] p.m. We assume ship is Helios. It will only be necessary to issue United [Page 991] States export license covering cargo, as Contraband Committee has cabled British Consul, Buenos Aires, re the lots approved and Consul will have certified manifest. Swedish Legation informed of numbers through mistake. In future cases export applications for shipment from Buenos Aires, Santos, Montevideo, Rio de Janeiro, Bahia, for Sweden will be submitted to Contraband Committee through newly established Swedish trade office in London. The Contraband Committee’s approval will be cabled to British consul at port of shipment, who will certify to correctness of manifest. I suggest that similar certificates might be required from American consuls.
