No. 1012. We are advised by the Swedish Legation that 2,462 bales of wool stored in Buenos Aires, consigned to the Swedish Wool Import Association, are covered by Handels Kommission Nos. 10833 to 10851 inclusive. We assume that the ship would not be allowed to leave Buenos Aires until the Inter-Allied Committee has approved licensing of this wool. As the ship will coal in an American port, it will be necessary for us to issue an export license, and we are in doubt as to whether or not we should cable the particulars of the cargo to you, giving you the numbers of the various import certificates, and hold the boat until you have replied, or whether it will be permissible simply to issue license covering her cargo, advising you by cable the details of the same and not awaiting your approval. The Swedish Legation can not understand why import numbers for this shipments [sic] were forwarded to them. Will your advice as to the disposition of this case cover all similar shipments from South America and other points where the boats stop at United States ports for bunkers?
