The Secretary of State to the Consular Officers in Certain Countries 2
Referring to circular instruction No. 593, of April 20, 1918. In certifying to non-enemy origin of manufactured articles produced principally in neutral territory for importation into the United States or any of its dependencies the article will not be considered to have originated in enemy territory, although material from or labor within enemy territory has entered into its production, provided that the element of such enemy labor or material does not exceed 5 per cent of the value of the finished product. Where certificates are issued upon request for shipment from one neutral country to another, a 25 per cent enemy element is permissible. In all cases certificates should be issued by the consul stationed nearest to point of manufacture or production. The Department is aware that absolute precision in the determination of these percentages will not always be possible and in the application of this instruction authorizes you to follow the procedure set forth in the second paragraph of the circular instruction above mentioned.
