In order to determine the indispensable amounts of newsprint paper required for approved newspapers and other publications in country to which you are accredited in view of the restrictions imposed by tonnage situation and by limited production of newsprint, please obtain from such newspapers for which you approve a supply of newsprint paper written statements covering the following data:
- (1)
- Average tonnage of newsprint paper consumed by publication during the years 1912, 1913, and 1914;
- (2)
- Ditto for 1915, 1916 and 1917; above figures to be divided to show country from which paper was imported;
- (3)
- Absolute minimum requirements for 1918;
- (4)
- Supply now on hand;
- (5)
- Amounts at present contracted for in United States;
- (6)
- Amounts at present contracted for elsewhere.
