The Ambassador in Spain ( Willard) to the Secretary of State

1484. Department’s 1222, June 13, 4 p.m.1 Alfred G. Smith, accompanied by Capt. W. H. Ellis, arrived Madrid, this morning.
British Embassy, under date of 22d instant, informed this Embassy as follows: “Carlton Levick of the Ministry of Shipping is leaving for Madrid today in order to act as adviser on behalf of His Majesty’s Government in these negotiations and he is further directed to act as adviser to His Majesty’s Embassy in the same manner as Smith to yourself.” Levick has arrived in Madrid. Negotiations, under article 13, Spanish-American agreement, March 7, 1918, will be initiated so soon as Chadbourne who has been ill past week has recovered.
