Bunkering arrangement expires June 25 as agreed, and we would suggest that if you recommend extending date, we stipulate we will license bunkers freely only from United States Atlantic and Gulf ports, reasons for this being that we might desire to control boats going from Cuba to Mexico or passing through the Canal. We would like your opinion promptly as there is shortly due at the Panama Canal the Spanish boat Aviles with cargo of nitrate for Spain.
