6772. Following telegram, dated March 2, has been received by the Department from the American Ambassador at Madrid:

French Embassy requests Department be informed that matter of Spanish exterior rentes in which Spanish Government is much interested, is being withheld from French-Spanish agreement and for future consideration in connection with English credit. Embassy approved of this course and is strongly of opinion that French-Spanish agreement will be irretrievably lost if question of English credit is injected therein. Embassy stands ready to ratify Spanish-American agreement as modified by Department’s 914, February 26, 8 p.m.1 English are apparently desirous to delay ratification and to reopen negotiations.

Department has been advised by the French representatives here that the French-Spanish agreement has been ready for signature by the Spanish Prime Minister since February 28.

Department wishes you to make representations to the British Government to the effect that this Government considers it highly desirable that ratification of the French-Spanish and Spanish-American agreements be no longer delayed. Please report at once by cable result of your representations.
