915. Your 1088, February 23, 5 p.m. All Spanish vessels in American ports desiring to sail may leave freely and bunker licenses will be granted and without the imposition of any conditions. The foregoing does not include permission to take cargo for which export licenses have not been granted or have been revoked. This is in accordance with our previous cables which we regret were not fully understood.
