The Ambassador in Spain ( Willard) to the Secretary of State

[Telegram]

1053. Embassy’s 1052, February 7, 5 p.m. Upon learning yesterday of Lasteyrie’s proposed departure, the King immediately sent [Page 1667] for him, and, according to French Ambassador, stated that the United States was trying to force Spain to inject the shipping and tonnage question into Spanish-American agreement; that if United States insisted, both Spanish-American and French-Spanish negotiations were at an end; but that if, however, this point was dropped by the United States he would do his best to secure ratification of French-Spanish agreement and did not doubt but that he would be successful.
