1052. Referring to the Embassy’s No. 1049, February 5, 11 a.m. [p.m.]1 French financial delegate Lasteyrie, associate of Mauclère, leaves to-night for Paris, Spanish conferees having declined further to discuss French-Spanish financial agreement pending Department’s final decision concerning our tentative agreement (Embassy’s 1029, January 30, 10 a.m.2).
Lasteyrie frankly stated that France is without money or securities and that unless she can obtain credit, she must stop all purchases in Spain.
