We will act in concert with other Governments represented on Contingent Commission and will adopt the plan suggested in your cable by virtue of which we will hereafter, in all cases where it appears that unauthorized exports from Switzerland to Central Powers have taken place, withhold exports of corresponding raw materials to Switzerland until receipt from Swiss Government of satisfactory explanation and of an assurance for the future.
