No. 1398. Your 1596, Embassy 2513, October 5. We adopt the recommendation set forth in your cablegram and are disposed to postpone negotiations for separate agreements until conclusion of general agreement, provided no great delay results. We concur in the belief that there should be uniformity. In the meantime we will continue to make consignments to the N[etherlands] O[versea] T[rust].
