The Secretary of State to the Minister in the Netherlands ( Garrett)
1656. Legation’s 3059, June 5, 6 p.m.1 War Trade Board with approval of Department has determined to enter into definite relations with Netherlands Oversea Trust so that all commodities exported from the United States to Holland, with such exceptions as may be agreed upon, will be consigned to the Netherlands Oversea Trust, which Trust in turn will undertake to give adequate guarantee that commodities so consigned to it will be utilized for purposes intended by the United States in permitting export to Holland. You are authorized to discuss the foregoing informally with the appropriate officials of the Netherlands Oversea Trust, and you will cable your views as to the character and form of undertakings which should be given by the Trust.
