No. 216. Your 113.1 Article 2. You mention representatives in northern neutrals of United States and Great Britain only. Is it not your intention that these local joint committees shall comprise also French and Italian representatives and that the joint plan as per your 113 shall later apply to all the Allies rather than just Great Britain and the United States? I should strongly approve extending it to the four cobelligerents. Section 6. Do you intend me to become officially a member of the existing Contraband Committee? Your reference to this in section 7 leads me to think that you do. I should recommend that an inter-Allied blockade committee be set up as soon as possible, but would suggest that it be called, say, inter-Allied export control committee as a more palatable name to the northern neutrals. The Foreign Office agree to the general plan outlined in your No. 113.
