559. Formal announcement was made here on morning of February 20 of relaxation of embargo against Sweden and Holland, giving articles, exportation of which would be permitted. Prospective exporters were instructed that their importer must first notify you of their intention to import and then apply for export license from War Trade Board, and that no British letters of assurance would be issued. The comprehensive plan for the elimination of navicerts, a copy of which you presumably have received from Sheldon, is thus being put into effect. In accordance with that plan you will cable Sheldon of proposed imports and he will notify London Contraband Committee. The War Trade Board, prior to issuing export licenses, will cable Sheldon for recommendation of Contraband Committee.
