The Minister in the Netherlands ( Garrett) to the Secretary of State

2112. Minister for Foreign Affairs writes me that there are 65 Dutch ships in the United States. Of these, 39 have now been duly chartered and confirmed by cable; 10 duly chartered but not yet confirmed by cable; 3, order to charter cabled but no reply yet; 1 [Page 1405] offered for charter but no answer received; 2 under German obligation owing to repairs with German material, can therefore be chartered only for Belgian Relief or Switzerland; 5 ordered to unload, whereupon to be chartered; 1 passenger ship Ryndam and 4 only [others?] not yet agreed upon as to charters. Loudon adds that no cables have been received, for instance, by Netherlands Indian lines which do not even know in which ports their ships are lying. Sheldon notified.
