2571. My 2564, July 30, 8 p.m.1 [I understand] that as a result of a conference yesterday attended by the Prime Minister, the Minister of Foreign Affairs, representatives of the associations and of agriculture, and Mr. H. N. Andersen for shipping, telegraphic instructions were sent last night to the Danish delegates now at Washington to offer further concessions as to tonnage and the reduction of exporting to Germany. Mr. Andersen read me the telegram which confers broader powers on the delegates, authorizes reopening the negotiations on these lines, and urges them to establish mutual confidence. The desire to reach a speedy agreement appears so keen that it seems probable the proposals might be entirely recast to suit the Allied interest. Copy to London.
