2452. Delegates of Central Powers will begin negotiations with Danish associations July 8, in Copenhagen, for new four months’ arrangement for the exchange of products. Iron and steel manufactures important articles for which Germany will receive compensation. Is War Trade Board prepared to license immediately 1,500 [Page 1331] to 2,000 tons of wrought iron tubing for prompt shipment to weaken enemy’s position in negotiations? Indication on our part to raise embargo on iron and steel products will not alone serve to reduce quantities which Germany will receive in compensation but will tend to reduce prices demanded.
