3001. War Trade Board [from Sheldon]:

No. 1723. Referring to your No. 1444, Department’s 2279, October 18, 5 p.m. Before signing this undertaking I think I should call your attention to my letter of June 18 [September 19], No. 5418,1 second page, under caption of purchase of 2,000,000 tons. I think it is important to have an understanding as to whether subsequent sales of iron ore should apply (1) in relief proportionately of the engagement of the three Associated Governments or (2) to relieve the share in the total liability of say one of the Associated Governments who might purchase for their own account or make a sale. I am awaiting signing the undertakings, text of which was telegraphed, until the foregoing point is cleared up.
