The Chairman of the War Trade Board (McCormick) to the Norwegian Minister on Special Mission (Nansen)
Dear Sir: Referring to an agreement between the War Trade Board and the Norwegian Government by you as its special representative, we beg to assure you that notwithstanding the limitation “at ports of origin” contained in section 2 of article 1 of said agreement, Norway shall be entitled to receive her estimated needs [Page 1183] at her own ports in accordance with the other terms of said contract. Nothing herein or in said contract however to be construed as an obligation on the part of the United States or her associates in the war to furnish Norway the tonnage to lift the commodities included as her needs.
