No. 7. Referring my telegram December 29 on possible relaxation embargo certain articles Scandinavia, British Foreign Office write:

Suggest you notify your Government that in view of pressing importance of countering German efforts to capture trade these [Page 939] countries and of improving his own exchange His Majesty’s Government propose to issue, from January 15 next, license for those goods which the conference recommend should be excepted from the embargo unless before that date any objection is raised by the people of the United States or any of the Allied Governments. Exports, when resumed, will be subject to the same restrictions in respect to quantity and consignees as they were previously to the imposition of the embargo.
