4710. War Trade Board, Bureau Enemy Trade [from McFadden]:

No. 329. Referring your No. 163 of July 2.1 We have submitted to French Ministry of Blockade and Inter-Allied Black List Committee, Paris, your despatch of July 12 regarding creation of the official committee in Paris for the granting of licenses to trade with listed or other enemy persons in Spain, Switzerland and Morocco. French agree in principle to the creation of the committee and to the resolutions as explained in your despatch and are ready to submit all cases which they consider come within the province thereof. The Italian delegate has as yet received no instructions from his Government but is requesting same. British delegate has received authority from his Government to deal with granting licenses to listed persons or firms but no other enemy persons. He has, however, requested wider authority from his Government provided authority [other?] classes of persons, that is a [all?] listed persons or firms and other enemy persons, are covered by your despatch of July 1. We have also communicated with War Trade Board, London, requesting them to ask proper British authorities to confer upon their delegate full authority in this sense. We will keep you informed on these points. McFadden.
