7129. Embassy’s 9232, March 27, 11 a.m. It is impracticable and unwise to apply the test of trading with enemy firms to reputable neutral firms in Scandinavian countries. Pending the publication of our enemy trading list for neutral Europe, the British and French lists should be adopted as the guide to the character of the firms concerned and our practice in approving or refusing applications to export to Scandinavian houses other than those shown on such lists will be determined by our representative in London, who will be in touch with the practice of the British and French licensing authorities. Evidence indicating the desirability of additions to or removals from the lists should be reported to London and Washington after conference with Allied colleagues.
