No. 1823. Referring to your 1438, Department’s 2140 [2340], October 22, 2 p.m., and my 1741, Embassy’s 3078, October 25, 12 noon.1 I have to-day received the following from Admiral Sims.
The naval authorities concur in the exceptions made by the War Trade Board in its general policy and listed under the headings (a), (b), and (c), paragraph 4, of cable No. 1282,2 together with the modification of item (c) given in War Trade Board cable No. 1438 of October 28 [22], 1918.
