No. 1207. Embassy’s 1588, September 3, your 1359. We approve of the plan set forth in your cablegram for the joint certification by British and American consuls in South American ports of departure of the manifests of vessels which proceed from South American ports to Scandinavia and Holland. When the plan shall have been made definitive and the British will have decided to instruct British consuls in South America, cable us in order that we [may] issue the necessary instructions to American consuls.
