The Ambassador in France ( Sharp) to the Secretary of State

2144. Your 2294, May 29, 5 p.m. Foreign Office informs me that there is no Armenian representative accredited to France. Conversations have, however, taken place from time to time between officials of the Foreign Office and Boghos Nubar Pasha regarding the situation and condition of Armenians both in Turkey and Europe. Foreign Office states that he has no credentials of any sort but is considered to be one who speaks with authority regarding Armenian affairs. He is well known here and in London as well as at Petrograd which latter place he has visited since the beginning of the war where he has discussed with Russian Government in the same manner as the Foreign Office here. He is well known to me personalty and seems to be very familiar with all questions pertaining to his country. He is the son of Nubar Pasha, former Egyptian statesman.
