Differences which would have existed in Ministry about foreign policy have been satisfactorily adjusted, and I shall be officially advised in a few days concerning Russia’s aims in war controversy. Mainly about Constantinople which Allies promised to former Government, and which Minister for Foreign Affairs still desires. Minister of Justice, however, contends Dardanelles be neutral and open to all and I think such policy [will] prevail. To-day, as May Day, close holiday. Millions parading with bands and banners, numerous orators addressing crowds, great divergence of views but no disturbances, everything orderly.
