6894. Your 5251, August 3, 5 p.m. As previously explained, the British Government has not yet decided upon a definite policy in regard to attendance of British delegates at Stockholm conference. Lord Robert Cecil states that this matter is receiving consideration [Page 752] and a conclusion should be reached within a few days. Judging from recent events official opinion would seem to be consolidating into strong disapproval of any British participation whatever.
