Excellency: Ref erring to previous correspondence concerning the Inter-Ally Council, I have the honor to inform you that, with the approval of the President, Mr. Oscar T. Crosby, Assistant Secretary of the Treasury, has been designated to act as the delegate to represent the United States in the council, and that, in deference to the desire of the Governments expressed by their agents at this capital, the Government of the United States has no objection to having its representative accept the presidency of the council when organized.
Mr. Crosby, who will be the sole delegate of the United States, will have the assistance of a staff of advisers. He will proceed to London within a few days, but I should be grateful if you would kindly consider this information confidential until the announcement of Mr. Crosby’s arrival in England has been made.
