Your 5139, July 12, 4 p.m.1 Mr. Balfour has handed me the long financial statement by the Chancellor of the Exchequer which follows and which he requests me to telegraph for the Secretary of the Treasury and the President. A copy goes also by pouch. The financial situation has caused greater fear and depression than has before been felt from any cause since the war began.
All that follows this is Mr. Bonar Law’s memorandum.
