In order to be prepared for possible eventualities Department would like to have available all information concerning precautionary [Page 5] measures taken by belligerent governments upon outbreak of war and subsequently. Particularly require detailed information concerning registration of aliens and measures taken to control cable and telegraph lines, but should greatly appreciate any data which would enable this Government to benefit by the experience of British Government.1
